No one missing piece can solve the puzzle of juvenile violence. Although numerous risk factors have been identified, the implementation of successful preventive and treatment programs remains the greatest challenge. With children increasingly turning to gangs as substitutes for their families and using weapons to solve their problems, there is little alternative but to meet this challenge. |
